Then when I need to, I can ramp up that army to full strength quickly with cheap mercenaries for a specific purpose. The way I've played them is to use what I call Pop-Up armies. The Balkan faction traits can be quite useful, it just requires using an unorthodox tactic with them. I'd say the Odrysian Kingdom is the hardest, because of its awful starting position, with very low public order due to cultural differences and macedon as one of its first potential enemies.
